Since Trafikverket ICT debated because of interpellation 2011/2012: 351 Transport Administration has chosen to abandon the profit center Banverket ICT. At the end, a new profit center is formed which has a clear focus on delivering the Swedish Transport Administration. To meet the capacity requirements of other authorities, telecom operators and citizens is secondary. Any excess capacity will still be available to them, but how far there is excess capacity if only the Transport Administration needs to control the development of and investment in the network?
To ensure national strategies Broadband Strategy, Digital Agenda and the ITS strategy needed all the available infrastructure and capacity. Transport Administration fiber infrastructure is one of the largest and most comprehensive in the country and also carrier-neutral. Transport Administration fiber infrastructure that is built and paid for with government funds should obviously be considered a state asset that is needed to meet several critical social needs, in addition Trafikverket own.
In light of this, I ask the Minister of Infrastructure:
As regards the Government doing to ensure the use of the Transport Administration fiber infrastructure to the national initiatives Broadband Strategy, Digital Agenda and the ITS strategy?
As regards the Government doing to ensure competition in the Transport Administration fiber infrastructure, when traffic needs are met, to meet the capacity needs of other government agencies, telecom operators and citizens, and not just the excess capacity that may become available?
